Ms. Kirby’s office is located in Ellicott City, near the two courtrooms where your case might be heard. The District Court typically handles misdemeanor cases, and can be found at 3451 Court House Drive. Down the hill you will find the Circuit Court, which typically handles felony cases and jury trials. The Circuit Court is located at 8360 Court Avenue. As a former prosecutor in Howard County, Ms. Kirby is extremely familiar with the policies and procedures and is very well known by the judges deciding your case.
There are three District Court locations in Baltimore County. The Catsonsville courthouse is located right off the 695 Beltway on Walker Avenue. The Essex courthouse is located on the opposite side of the city, and its address is 8914 Kelso Drive. In Towson, you will find both the District and Circuit Courts. The District Court is located at 120 E. Chesapeake Avenue, up the street from the Towson library. The Circuit Court Building can be found on Bosley Avenue. Ms. Kirby spent two years working in Towson, spending time in both courthouses. During that time, Ms. Kirby worked in the Circuit Court Building while clerking for the Hon. Joseph F. Murphy, Jr.
Baltimore City also has three District Court buildings. The Borgerding District Court Building is located at 5800 Wabash Avenue. The Eastside District Court’s address is 1400 E. North Avenue and the John R. Hargrove, Jr. Building is located at 700 E. Patapsco Avenue. Unlike Baltimore County, the city has two Circuit Court Buildings. They are conveniently located downtown, and face each one another on opposite sides of the 100 block of North Calvert Street. Ms. Kirby has previously worked in both the District and Circuit Court buildings. While working with the Office of the Public Defender and a Rule 16 Attorney, Ms. Kirby was assigned to the Eastside Courthouse on North Avenue. She also interned for the Hon. Althea M. Handy in the Circuit Court Building.
Anne Arundel County
Ms. Kirby has handled countless cases in both of the District Court buildings in Anne Arundel County. The Annapolis District court is located at 251 Rowe Boulevard and the Glen Burnie District Court is in the George M. Taylor Multi-Service Center located at 7500 Gov. Ritchie Highway. The Circuit Court for Anne Arundel County is located in downtown Annapolis on Church Circle.
There are two District Court buildings in Montgomery County. Both are conveniently located off the 495 Beltway and most misdemeanor cases are heard in one of the two District Courts. Silver Spring houses a Montgomery County District Court located at 8552 Second Avenue. The new Rockville District Court is situated at 191 East Jefferson Street. Right down the street sits the Circuit Court building. Its address is 50 Maryland Avenue in Rockville. The Circuit Court building also houses the State’s Attorney’s Office for Montgomery County.
Prince George’s County
Colleen Kirby frequently handles criminal and traffic cases in Prince George’s County. Prince George’s County also has two District Courts. One is located in Hyattsville at 4990 Rhode Island Avenue. Unlike most jurisdictions, both the District and Circuit Courts are housed in the same building in Upper Marlboro at 14735 Main Street. The Upper Marlboro District Court is located in the Bourne Wing of the Building and the Circuit Court courtrooms are located in the Marbury Wing of the Courthouse.
Both the District and Circuit Court are located in Westminster in Carroll County. Unlike, Prince George’s County, they are not in the same building but are within walking distance of one another. Carroll County, being similar in population to Howard County, also has only one District Court building. It is located at 101 North Court Street. The Circuit Court building is located at 55 North Court Street.
